Neither the Sailor Moon manga nor the anime sees the title character and her friends celebrating too many holidays over the course of their story. Instead, their days are full of fighting monsters, learning new magical skills, and just trying to get through the school day before they have to save the world.
That doesn't mean the fans don't get an idea of how the Sailor Senshi and their allies would react in a Secret Santa situation. The audience already knows that the Sailor Senshi can keep a secret. After all, their identities depend on them doing just that. It's coming up with the perfect gift where some would excel and others wouldn't.
10 Do: Sailor Pluto

Sailor Pluto spends most of her life outside of time, guarding a door that allows someone to travel through time and space. She's not someone in the thick of things until she's reborn in the past, so there might be some hesitation from fans that she would make for a good Secret Santa.
The series implies just how thoughtful and selfless she is though. Not only does she have feelings for Endymion, but that she ignores them for the greater good. It's also implied that she looks the other way when his daughter steals her key to the door, and it's even hinted that she's the one to give Chibiusa her Luna-P device when she does make it to the past. Sailor Pluto knows exactly what the people around her need.
9 Do Not: Sailor Venus

The very different versions of Sailor Venus presented in the Sailor Moon stories make it a little harder to pin down just how she would approach Secret Santa. Sailor Venus of the manga is a bit strict with her time and energy while the Sailor Venus of the '90s anime is more flighty and forgetful as the series progresses. The Sailor Venus of the live action Pretty Guardian Sailor Moon doesn't even want to be a Sailor Senshi, but a pop star.
With every version of the character, it's entirely likely that Sailor Venus would be sidetracked by the fight against evil - or her own budding stardom - and forget to bring her recipient their gift altogether.
8 Do: Tuxedo Mask

Despite his initial antagonistic attitude toward Usagi as a civilian, Tuxedo Mask is a pretty thoughtful person. Even when he has amnesia in the anime, he's able to figure out his connection to Sailor Moon and help in the fight against evil.
Tuxedo Mask is also more observant than most people will give him credit for, figuring out just why Chibiusa and Usagi don't get along immediately. His observation skills are what would allow him to figure out a fun gift for someone even if he didn't know them that well yet.
7 Do Not: Luna

Like a lot of heroic mentors, Luna's gifts come with strings attached. The only times she gifts the people she knows with surprises, it's when they need to get into the fight.
Luna's gifts tend to be transformation brooches, pens, and advice for new Sailor Senshi. If she gives someone a present, it's because she expects them to use it to help save the world. Luna is all business.
6 Do: Sailor Mercury

She has the reputation for being the most timid of the Sailor Senshi, but that's only because Sailor Mercury is most often on defense instead of offense. Sailor Mercury is quiet and unassuming, but she definitely still packs a punch.
Most of her being quiet is born from Sailor Mercury observing and analyzing the situation around her. She always has sound advice to give and strategies to impart. Her expert analysis would mean that she could easily figure out the things someone is most interested in and find them a suitable gift.
5 Do Not: Sailor Neptune

Sailor Neptune has a bit of an advantage over the other Sailor Senshi. She has some degree of precognition. That gift is what leads Sailor Neptune and Sailor Uranus to the Inner Senshi, after all. She could potentially use it to help figure out a Secret Santa gift, though some might consider that cheating.
The trouble is that Sailor Neptune's gift isn't entirely reliable - and it is incredibly vague. Most of the time, she simply has a bad feeling about events, and her bad feelings are part of what divide the Inner and Outer Senshi for so long, as well as cause her to steer clear of Sailor Saturn.
4 Do: Sailor Mars

Just as Sailor Neptune has some precognitive abilities, so does Sailor Mars. Though Sailor Mars doesn't appear to tap into her abilities as often, they do appear to be a bit more reliable. That could give her an edge on seeing just what gift she could give if Sailor Mars wanted to use her abilities in that way.
Sailor Mars, however, is a bit more practical than the rest of the Senshi. The truth is that she'd likely pick out a gift that would be useful in the recipient's everyday life - one they didn't even realize they wanted.
3 Do Not: Sailor Chibi Moon

Sailor Chibi Moon is simultaneously the youngest and oldest of the Sailor Senshi when she travels to the past. It makes for an interesting mix of wisdom and immaturity. Though she's actually over 900 years old when she makes the trip, she looks like she's about nine years old - and typically acts it.
Sailor Chibi Moon is also, more often than not, the most selfish of the group. That's partly due to her self-imposed mission. She wants to completely change the timeline so the future she's from doesn't happen. That means she always wants things her way. The darkness in her life also means she's attention-starved in a way none of the other Senshi are. That all combines to create someone who is initially going to think more about themselves than they are their Secret Santa recipient. Sailor Chibi Moon has a lot of learning to do.
2 Do: Sailor Jupiter

She's definitely the "mom friend" of the group. Forced to become independent early on when she loses both of her parents, Sailor Jupiter is pretty much on her own as a teenager. She doesn't just take care of herself though; she also takes care of her friends.
Her nurturing personality, and her love of very domestic tasks like cooking and gardening, means that Sailor Jupiter likely isn't buying a gift, but creating one. Perhaps she'd put all her recipient's favorite items into a bento box, or maybe she'd bake up a variety of cookies.
1 Do Not: Sailor Moon

Sailor Moon has a lot on her plate. She's a regular teenager who just wants to have fun and pass her classes, but she's also a reincarnated princess of a kingdom hat lived on the moon, holds enough power to defeat the forces of evil every day, and learns that her own future is in jeopardy when her daughter pays her a visit from 900+ years ahead in the timeline.
Sailor Moon is a tough fighter, but when it comes to the pressure of daily tasks, she crumbles. In her civilian life, Sailor Moon regularly bursts into tears at the prospect of failing a test, letting a friend down, or not being able to do the right thing in a relationship. She would put way too much pressure on herself to be the perfect Secret Santa.
